Diablo 4 War Plans Guide: Unlocks, Progression and Rewards
War Plans are Diablo IV's endgame playlist and progression system introduced with Lord of Hatred. They connect activities into a route and let you customize those activities through dedicated trees. You do not collect War Plans from enemies or spend a stack of them at a vendor.
This guide is checked for October 21, 2026, Season 15, Season of Hell's Legacy, and live patch 3.2.3. The system is permanent expansion content on Seasonal and Eternal Realms. Seasonal bonuses can modify parts of it without making the underlying system seasonal-only.
Unlock your first plan
Own Lord of Hatred, complete its campaign and visit the Command Table in Temis, Skovos. This is where you create your route and manage progression. Your first plan comes from this interface, not a rare elite, world event, crafting recipe or chest drop.
The campaign completion requirement is the reliable starting point for first access. Party synchronization can copy a board regardless of campaign or Torment state, but that rule is not a promise of independent expansion access for an ineligible character. On an alternate character, check the available campaign skip and the table's actual access prompt before repeating an entire campaign unnecessarily.
Choose activities your build can finish comfortably. Use the objective shown on the board as your checklist: killing enemies nearby does not necessarily finish the selected task. After a completed activity, use the route's teleport to continue. Complete the whole selected plan, then claim the War Chest in Temis.

Six selectable activity types and overlapping Whispers feed the system; War Plans are not loot drops.
Activities and progression
The core playlist supports Nightmare Dungeons, Helltides, the Undercity, Lair Bosses, Infernal Hordes and the Pit. Whispers work differently: they overlap with selected activities instead of occupying their own ordinary playlist node, while still having progression and customization.
Activity | Practical reason to include it | Check before committing |
Nightmare Dungeons | Dungeon rewards and activity development | Sigil, modifiers and objective |
Helltides | Open-world farming alongside useful Whispers | The board's collection requirement |
Undercity | A focused timed run | Timer and selected reward conditions |
Lair Bosses | Hunting the relevant boss loot | Actual boss and reward requirements |
Infernal Hordes | Wave combat and activity rewards | Reliable survival through the run |
Pit | Glyph improvement and build progression | A tier you can clear efficiently |
The launch design provides seven Activity Skill Points per activity tree and progression toward chains of up to five activities. These are finite customization points, not currency with an inventory stack limit. The separate Command Table rank and activity-tree progress should not be confused with Season Rank or a seasonal reputation board. Read the current planner for the next unlock rather than assuming every rank grants an item cache.
War Plans generate missing entry sigils for selected activities; the published examples include Nightmare Dungeon Sigils and Infernal Hordes Compasses. This is assistance with the planned entry, not evidence that every optional Tribute or boss reward-opening cost is waived. Check those separately before promising yourself a particular payout.
Complete routes and allocate points
Activity completion earns activity progress, while executing plans develops the Command Table and opens further choices. Invest earned points in the relevant Activity tree at the planner. They change encounters, reward behavior or both. They are not crafting ingredients, summoning materials or a shop balance.
For a fresh endgame character, develop activities you already clear often. A modifier you encounter repeatedly is generally more useful than a distant reward branch in content you currently avoid. Read the full node, including prerequisites and any extra danger, before selecting it. There is no verified universal first-node order that suits every build and farming goal.
As your equipment improves, decide what is holding you back. If it is Glyph development, organize a manageable Pit routine; if it is a specific boss item, build around the appropriate Lair Boss. Keep complementary activities only when their rewards justify the time. Late-game characters can prioritize specialized encounter branches, but a stronger modifier is a poor investment when it makes the route unreliable.

Create a route, finish its objectives, collect rewards and develop the activities you use.
There is no War Plans stack to save, stash or trade. Keeping points unallocated may make sense while comparing branches, but it does not turn them into a transferable item. Do not assume reallocating is free: inspect the live confirmation and any displayed cost. No fixed refund price is asserted here.
Rewards and repeat farming
Finishing all chosen activities unlocks the War Chest claim. That completion condition is dependable; an exact item, ideal affixes or a Mythic drop is not. Use the current board's reward information and individual activity rules to judge a route. The chest is the payout container, whereas War Plans names the system that leads to it.
Repeat useful plans to develop their activity trees. Ordinary elites, world bosses, vendors and caches are not alternative sources of a War Plans item. Their loot can still help your character, but it should not be counted as guaranteed progress toward an unrelated board objective. The reliable route to progression is completing the activity the plan actually requests.
Torment affects progression: the live 3.1 update extended activity XP scaling to Torment VIII and above, and raised base activity XP for Infernal Hordes and Escalation Nightmare Dungeons. It also replaced the Helltide chest-opening objective with Cinder collection: 75 on Normal through Penitent, 250 on Torment I and above. Follow the current board if a specific variant displays another requirement.
Compare completed objectives per session, not just the largest difficulty label. A higher Torment can lose its advantage if deaths and slow boss kills erase the extra progress. No verified universal best route, diminishing-return curve, daily allowance or weekly War Plans lockout is established by the sources used here. Individual activities retain their own timing and entry rules.

Choose frequent activities, solve the current progression bottleneck and postpone inefficient branches.
Solo play and party synchronization
War Plans can be progressed solo. A group is useful when it makes your clears smoother and keeps everyone on the same objectives; party size is not a published multiplier for receiving a War Plans drop.
For party sync, gather everyone in Temis and use New Plan For Party. The published cost is 2 Marks of El'Druin for initiating this action. All players must accept the vote; the initiator's rerolled board is then copied to the others. Treat this as a new synchronized plan, not an exchange of stored War Plans. Save unnecessary rerolls when your current route already suits the group.
Shared progress and season changes
Since Season 15, reputation progress is shared among characters matching all three partitions: Seasonal or Eternal, Hardcore or non-Hardcore, and Normal or Solo Self Found. Each character still has an independent planner and point allocation. An alt in another partition does not inherit that progress simply because it belongs to the same account.
Seasonal progress transfers into the corresponding Eternal partition at rollover; it does not automatically seed the next Seasonal Realm. The system remains available after the season. For Hardcore progress earned from Season 15 onward, Blizzard says to keep a living character in the same partition for the transfer to Eternal, even a level 1 character. This matters if the character that earned the progress has died.
Season-specific powers and reputation rewards are separate. Do not treat a seasonal bonus line on a node as a permanent reward, or confuse the end of that bonus with the removal of War Plans themselves.
Frequently asked questions
Where do I get my first War Plan?
Finish the Lord of Hatred campaign and use the Command Table in Temis. War Plans are created there, not dropped by enemies.
What do I spend War Plans on?
You do not spend War Plans as a resource. Earned Activity points customize the corresponding trees, and completing a route unlocks its War Chest.
Can I farm War Plans solo?
Yes. Repeat manageable planned activities for progression. Group sync is optional and does not establish a higher loot probability.
Do War Plans disappear after the season?
No. The system is permanent. Seasonal progress moves to the matching Eternal partition, with the published Hardcore transfer condition, rather than carrying directly into a fresh season.
