WoW Forever Frost Mage Guide
Checked October 24, 2026. World of Warcraft: Forever is between beta and launch. The beta ended October 23 at 10 AM PDT; release is scheduled for November 4. There is no playable live season today. The last beta cap was 30, patch family 1.60.1, and the latest extracted client is 1.60.1.70532. Client records cannot establish every server-side hotfix.
This guide prepares you with the last cap-30 toolkit. Future level-60 builds remain projections. October changes take precedence over older guides: Ice Lance now has a 200% Frozen-target damage increase, and Winter's Chill has become a Cone of Cold interaction. Neither the old raid critical debuff nor a complete launch ranking should guide your current build planning.
How Frost plays
Frost uses Mana, ranged spell damage and control to create safe casting time. Frostbolt supplies regular damage and a movement slow. Frost Nova and selected Frostbite create real freezes on susceptible enemies. Ice Lance provides an instant payoff against Frozen targets; selected Fingers of Frost can provide the damage condition without actually rooting the enemy.
The attraction is the ability to recover space and turn control into damage. That does not make every pull safe: casters, resistant enemies, broken roots, short casting windows and depleted Mana still matter. Frostbolt requires a stationary cast; instant Ice Lance helps movement, but does not let you cast the entire kit while running.
Fire emphasizes its own critical-hit interactions and shortened Pyroblasts; Arcane has different amplification and resource interactions. Frost concentrates on separation, freeze opportunities and responsive Ice Lance use. These are playstyle differences, not a verified final ranking of level-60 raid damage.

Check the real freeze or proc before spending your damage window.
A practical level 30 talent build
An ordinary level-30 character has 21 class talent points. The following editorial 0/0/21 build combines single-target damage, open-world freezes, one Fingers of Frost rank and Ice Block. It is a legal practical compromise rather than a claim that all published guides agree. Unlisted talents receive zero points.
Talent | Points | Purpose |
Improved Frostbolt | 3/5 | Shorter Frostbolt and Frost Blast casts |
Elemental Precision | 2/3 | 4% increased Fire and Frost spell hit chance |
Frostbite | 3/3 | Chance for Chill effects to freeze susceptible enemies |
Ice Shards | 5/5 | Stronger Frost spell critical damage bonus |
Ice Lance | 1/1 | Instant damage with a Frozen-target bonus |
Frost Channeling | 1/3 | Some Frost Mana-cost and threat reduction |
Shatter | 3/3 | Increased spell critical chance against Frozen targets |
Ice Block | 1/1 | A defensive immunity window |
Improved Frost Nova | 1/2 | Shorter Frost Nova cooldown |
Fingers of Frost | 1/2 | One spell treated as hitting a Frozen target per activation |
A legal spending order is Improved Frostbolt 3 plus Elemental Precision 2, then Frostbite 3 and Ice Shards 2. That gives ten Frost points. Add Ice Lance, finish Ice Shards with three points and take Frost Channeling 1 to reach 15. Add Shatter 3, Ice Block and Improved Frost Nova 1 to reach 20; take Fingers of Frost last. Ice Lance satisfies its prerequisite.
The ordinary budget cannot simultaneously maximize every desirable damage, recovery and control talent. Three ranks in Improved Frostbolt shorten its listed casts by 0.3 seconds; do not assume the five-rank reduction. Frost Channeling 1 reduces Frost spell cost by 5% and Frost threat by 10%. The October fix corrected its threat behavior. It does not grant unlimited Mana or transfer its benefits to every Arcane spell.
AoE and PvP variants
For a dungeon AoE version, replace Frostbite 3/3 with Improved Blizzard 3/3. The total stays 0/0/21. Build the first ten points with Improved Frostbolt 3, Elemental Precision 2 and Ice Shards 5 before taking the row-three talents. You gain a reliable talented Blizzard slow, while giving up random Frostbite roots that can leave enemies separated from the pack. This version still has one Fingers of Frost rank and Ice Block.
For a control-oriented PvP or solo variant of the original build, replace Frost Channeling 1 and Improved Frost Nova 1 with Permafrost 2/3. You retain the core freeze and Shatter package but lose the listed cost/threat saving and cooldown reduction. Alternatively, exchange the final Fingers of Frost point for Cold Snap if a reset is more valuable than the proc package. That reset variant no longer has Fingers of Frost and should not use the boss-proc priority below.
These are explicit tradeoffs, not universal best builds. Against root-immune enemies, Frostbite cannot supply the same benefit it does against outdoor melee enemies. Against mobile players, range, escape routes and reliable control may be more useful than a theoretical stationary damage gain.
Legacy points and future tools
If all five relevant Talented Legacy ranks are unlocked, cap 30 can offer 26 class points. These are conditional account-progression benefits. One extension adds Improved Frostbolt 2, Fingers of Frost 1, Cold Snap 1 and Frost Channeling 1 to the original build. The result remains 0/0/26, with Improved Frostbolt 5/5, Fingers of Frost 2/2 and Frost Channeling 2/3.
This extension does not include Winter's Chill. That talent is in row six: the first rank requires 25 prior Frost points. A different 26-point allocation could take its first rank, but cannot silently gain a five-rank version. Ice Barrier requires the 31-point capstone and remains beyond both budgets. Frostfire Bolt is trained at 40, and dual specialization is announced for 40. Do not treat a future full tree as the tested cap-30 experience.
Single target priority
Train the available spell ranks, apply Arcane Intellect and an appropriate learned Armor, prepare your Mana gem and choose an escape route. In a group, let the tank establish threat. Start from a useful range rather than walking into melee just to force a freeze.
Situation | Priority | Practical action |
Safe stationary casting | Frostbolt | Maintain useful damage and Chill applications |
Fingers of Frost active | Empowered Ice Lance | Spend the available charge before expiry or unnecessary overwrite |
Enemy actually Frozen | Ice Lance or a safe Frostbolt then Ice Lance | Use the window while keeping enough space |
Enemy reaches you | Frost Nova, reposition and useful instant damage | Survival takes precedence over finishing an unsafe cast |
No freeze and no proc | Continue useful Frostbolts | Do not spam low-payoff Ice Lance as the normal filler |
Target almost dead or Mana low | Conserve or finish with a wand | Avoid paying for damage that cannot help the next pull |
Watch travel time and the actual buff. A Frostbite root may appear while your next Frostbolt is already casting. Finish a useful safe cast and queue Ice Lance rather than repeatedly cancelling casts to chase every flash. When a freeze is likely to expire or you must escape, immediate instant damage may be better. There is no promise that every Frostbolt plus Ice Lance pair receives two empowered events from one charge.
Use Frost Nova when you need separation or a controllable damage opportunity on a susceptible target. Group damage can break a root before your next action; a root is not a stun or a guarantee that the enemy cannot cast. On a control-immune boss, use the Fingers of Frost effect instead of assuming Frost Nova will create a real freeze. No special execute threshold is established for this cap-30 toolkit.
Frozen targets and Shatter
A movement slow is not the same as Frozen. Frostbolt's Chill alone does not automatically activate the full Frozen-target damage package. Frost Nova roots and Frostbite freezes can supply the real condition when the enemy is susceptible. Frostbite 3/3 gives Chill effects a 15% chance to freeze for up to five seconds; damage and immunity limit its practical reliability.
Shatter has three ranks granting 17/33/50 percentage points of additional spell critical chance against Frozen targets. At 3/3 it is not a flat 50% damage bonus, a guaranteed critical, or a borrowed modern critical-chance multiplier. Ice Shards separately increases the critical damage bonus of Frost spells; it does not double every ordinary hit.
Ice Lance's current Frozen-target increase is +200%, making its qualifying base damage three times the ordinary amount before other modifiers. Older +300% descriptions are superseded. Its Frozen bonus and Shatter's increased critical chance are separate benefits. A non-critical empowered Ice Lance can still receive its Frozen damage increase.

Damage, control and Mana are separate decisions in the Frost toolkit.
Procs and the new Winter's Chill
Fingers of Frost requires Ice Lance. Chill effects have a 15% activation chance; rank 1 grants one charge and rank 2 grants two. The effect lasts 15 seconds and treats the relevant next spell casts as if the target were Frozen. It supplies a damage condition, not an actual root, so it remains useful against enemies immune to freezes.
Track your own charges instead of expecting a proc after a fixed number of Frostbolts. The original build has only rank 1. Two-charge movement planning belongs to the upgraded build, not to every cap-30 character. The October update also fixed Frostbite and Fingers of Frost activation from Frost Armor and Ice Armor; deliberately taking melee hits is still a poor general damage strategy.
Brain Freeze and Summon Water Elemental are not part of the verified Forever tree and toolkit used here. There is no imported Flurry combo, pet Freeze button or Frozen Orb loop. A similarly named spell copied into a database comparison does not establish player availability.
Winter's Chill no longer adds spell critical chance and does not mean the target is Frozen. The latest tooltip gives Frostbolt, Frost Blast and Fingers of Frost-empowered Ice Lance a 20/40/60/80/100% application chance by talent rank. It stacks up to five times for your next Cone of Cold; each stack gives 5% more damage taken from that spell and an additional 7% spell-damage contribution. The next Cone consumes the setup.
The notes also contain an earlier 40%-per-stack line. The later detailed text and current client record replace it. Blizzard is not listed as a Winter's Chill stack generator. The ordinary build and the supplied Legacy extension do not select the talent, so neither should weave Cone of Cold to consume an effect it does not have. Do not import a shared raid critical debuff or a modern Flurry-based frozen window.
AoE and kiting
Use Blizzard when enemies are grouped and you have time for a safe channel. The AoE variant's Improved Blizzard 3/3 slows by 40% for 1.5 seconds before other selected modifiers. The original single-target build has none of those talent points: casting Blizzard does not automatically give it that slow.
Plan a manageable group, open space and an exit before committing. Apply a useful slow, place Blizzard where the pack will remain, then move before enemies reach you. Frost Nova can recover separation; Cone of Cold supplies close-range damage and a slow. Reassess rather than trying to finish an unsafe channel. Casters, ranged attacks, immunity and uneven terrain can defeat a plan that works on ordinary melee enemies.
Cone of Cold's first four targets receive an additional 10% movement reduction and three seconds of slow duration in the October revision. Four is the scope of that extra control, not a confirmed overall AoE damage target cap. Its short range carries risk. Do not assume every target in a huge pull receives identical control.
Arcane Explosion is an alternative when you cannot safely channel, but requires proximity and deals Arcane damage. Frost-specific damage bonuses do not amplify every spell you can cast. Flamestrike is another conditional option when enemies will stay in its ground area and the Mana cost is worthwhile. Do not force a universal three-target or five-target breakpoint without considering health, positioning, threat and your selected talents.

A safe AoE loop needs the right talents, space and a planned exit.
Mana, Armor and defensive cooldowns
Frost uses Mana. Prepare a Mana gem, carry appropriate recovery supplies and drink between safe pulls. Conserve on nearly dead enemies and avoid beginning a large AoE pull with no reserve for escape. Check the actual consumable and cooldown rather than assuming old potion/rune stacking rules.
Evocation is learned at 20: an eight-second channel with an eight-minute base cooldown that enables and greatly increases Mana regeneration. Find a safe window before you are completely exhausted. It is not an imported fixed-percentage refill. Spirit matters to recovery, while Intellect expands your resource pool. Their usefulness depends on how long you spend casting and recovering.
Frost Armor and later Ice Armor help against physical pressure; Arcane Intellect supports your Mana pool. Mage Armor is learned at 34, with 50% regeneration while casting, so it is future beyond this cap. Only one Armor is used at a time. Mana Shield absorbs physical damage by spending Mana; careless use can remove your ability to cast or escape.
Ice Block is selected in the original build. Its base cooldown is five minutes and it protects you for up to ten seconds while preventing attacks, movement and spellcasting. Use it to answer a real danger, with a plan for when it ends. Cold Snap, only in variants that select it, has a ten-minute base cooldown and resets the other Frost spell cooldowns. It is not an offensive haste buff and does not refill Mana or reset every Arcane utility spell.
Future Ice Barrier has a 30-second cooldown and a one-minute listed duration, with absorption and Frost damage benefits. Its current description gives 3% Frost damage for the duration and another 3% while shielded, plus protection from damage pushback while the shield lasts. It remains unavailable in these cap-30 builds; no fixed absorb value is presented as universal.
Keep Blink for a useful positional escape, Counterspell for a dangerous cast and Polymorph for a target the group will avoid damaging. Counterspell is learned at 24. Significantly low-rank spells have reduced relevant proc effectiveness. The new Frost Blast, trained at 24, offers a 1.5-second base cast and 40% slow and benefits from Frostbolt talents. Use it for its intended short control cast rather than relying on the old rank-one Frostbolt trick. Wands now require 0.5 seconds standing still before shooting.
Stats, equipment and PvP choices
Compare useful spell damage or Frost damage, spell-hit reliability, critical chance and sufficient Intellect. Account for your actual Elemental Precision ranks and enemy level: this build supplies 4% Fire/Frost hit, not a universal gear hit cap. Shatter and Ice Shards make criticals valuable in their conditions, but do not make all ordinary Frostbolts guaranteed criticals.
Spirit supports recovery and Stamina matters when enemies can reach you, especially in PvP. Haste effects exist in Forever; that does not justify importing modern rating conversions, Mastery, Versatility or universal item weights. Judge a staff or one-hand plus off-hand by caster stats and useful effects, not melee damage. Frost-only bonuses are not general bonuses to Arcane Explosion. Piercing Ice is absent from the current client tree and is not secretly supplying the old passive damage bonus.
In PvP, create room with slows and roots, use a safe casting window, then exploit a real freeze or your selected proc. Polymorph and Counterspell help create those opportunities; damage from your own spells or allies can spoil breakable control. Save defensive tools and enough Mana for the opponent's response. No fixed control-chain duration or universal matchup win is claimed.
Mage options are Human, Gnome and Alliance Skyborne, or Orc, Troll and Undead for the Horde. Current tuning includes Human 2% crit, Orc 1% crit and a three-minute Blood Fury cooldown, Gnome Eureka! as an eight-second damage/cost window instead of three charges, and Skyborne 3% haste. Shatter Curse dispels rather than granting its old immunity. Choose for current utility, faction and the situations you expect; there is no verified universal race winner for every Frost activity.
Frequently asked questions
How good is Frost Mage in WoW Forever?
Its slows, freezes, Ice Lance opportunities and selected defenses make it a practical control-focused choice. Mana and the limited cap-30 talent budget constrain it. Final level-60 damage rankings remain unproven launch projections.
What is the basic PvE rotation?
Cast useful Frostbolts, react to actual freezes and spend your selected Fingers of Frost charges on empowered Ice Lance. Use Frost Nova for space when it works, finish safe useful casts and conserve Mana on short fights. Use the AoE build's talented Blizzard for grouped enemies.
How does Shatter work?
At 3/3 it adds 50 percentage points of spell critical chance against Frozen targets. Real freezes or selected Fingers of Frost can supply the relevant condition; a slow alone does not. The current Ice Lance +200% Frozen damage bonus is a separate effect.
Which stats matter most?
Compare useful spell damage, hit, crit and enough Intellect, with Spirit for recovery and Stamina for expected danger. Count your selected hit talent and enemy level. No universal borrowed raid cap or fixed item weighting is established for every cap-30 situation.
